Evaluation on the Development Level of Low Carbon Economy and Reflection on Its Development Path of Liaoning Province

Abstract

In accordance with the principles of reliability, comparability and scientificity, indicators have been selected to develop the evaluation system which has been applied to analyze the development level of low carbon economy of Liaoning Province in 2014. The result has shown that the energy processing efficiency and energy consumption of Liaoning Province is in line with the national level; the proportion of budget outlays on energy conservation and environment protection, as well as GDP produced by the emission of industrial waste gas are lower than the country level. The consumption ratio of coal and coke, together with the area ration between urban green land and built-up area, is far behind the country level. Thus, Liaoning Province should promote the development of low carbon economy by increasing investment on energy conservation and environment design, putting more emphasis on urban landscaping, increasing the intensity of technological transformation and upgrading its industries.
