Assessment of China Local Government Emergency Information Management Capability Focusing on Natural Disasters: A Case Study of Haikou

Abstract

In recent years, natural disasters happened frequently all over the world. Strengthen the ability of emergency management is necessary. Information management is important in emergency management, but it don’t get enough attention. This study constructs a valid evaluation system including four factors: information gathering, information processing, information release and information feedback capabilities. The study takes Haikou government for example to assess natural disasters emergency information management capability. Through the questionnaire survey,our study revealed the scores among four capabilities of information management. Our study put out the relevant problems and put forward suggestions to enhance the emergency management capability.
